i know gurl6 has the chromabrows on the freebie wall, and other hair dealers stock them as well. but i havent actually looked into it. chromabrows are used on sin skins. go find the sinskin store and investigate it. it may be what you are after.

Any such skins would have to use the default LL eyebrows, which look pants. All teh more so since it'd have to include semi-transparent skin in those areas, meaning the base LL skin tone will show through, making the overall effect look like badly-done makeup.
Nomine does a nice range of skins with eyebrows in a variety of colours. That's probably the best option.

I use SinSkins with ETD and Diversity chromabrows. I have yet to be described as looking pants.....

Some of my skins come with four eyebrow colors. While not exactly tintable they at least allow you to choose the one that best goes with your hair, and be able to change hair color when you like. I'm pretty sure there are other skin makers who do the same.

The Vogue skins at Celestial Studios have tintable brows. You change them via the Skin>Skin Color portion of Appearance and the, erm, downstairs will be tinted as well. Lighter colors are harder to match, but the brows themselves are actually quite nice.
Edit: Oh, and there's a little 1L kit in the center of the skin display area which gives you 25 brow color demos and settings. They're meant to match ETD colors, but they'd probably work for other hair makers as well.

In defense of any skin makers that do slider tintable eyebrows (I'm assuming the "Chromabrow" feature is such), the eyebrows probably look remarkably similar to painted eyebrows (complex alpha transparency), and would not only have the option of the changing hair (eyebrow) color, but the skin pigmentation, and any other color manipulative sliders that change color in that area of the face below an opaque skin texture. I almost offered that feature with my new skin line, but people requested they remain part of the custom features to preserve the extra realism (highlight and shadow).

Ha! That's got to be the first time I've ever heard that slang "pants" expression, even though I watch WAY too many Brit shows (love 'em) on HGTV lately. Actually had to look that one up, no kidding -- I'm not panting you.
