The ban list can be managed via script, however I don't think the access list can. If you search around the various "security" devices out there, you might find something that will do some of this. Most of these are fully automated systems that probably do a whole lot more than what you're after though.

I believe there are. But again, this specific task is just one component of most systems, which in my opinion go way overboard and are far too complex for someone of average patience to deal with. Unless you want all that sophistication and automation, you might be better off trying to script something yourself, or finding someone who does custom scripting to put something together for you. It should be impossible for someone who is not authorized by the parcel owner to alter the ban or access lists for a parcel,
A security device can be set up, owned by the parcel owner, with a list of individuals who are authorized to change security settings like ban and access lists. BUT the parcel owner or someone else that they have trusted in that manner and already have authorized would have to grant that ability.
On group deeded land, there is a group role that can be set to allow controlling the parcel access lists. Any group member in that role could do it.
Any other method would require hacking the parcel owner's account. If you suspect someone other than yourself has changed your parcel's access lists, I would immediately change passwords on your account, and then reset the parcel access and ban lists the way you want them.
Since this is all software, any permissions system can be cracked, with sufficient effort. But it is unlikely that any commonly available tool could do this.

*has more coffee*
I read the OP as wanting such a device.. not wanting to be rid of such a device.. in that case, what Ceera said. Only a device that is owned by the same person who owns the land (or deeded to the group who owns the land) can change these settings.

IIRC, parcel ban lists have a maximum number of names so if yours has reached the upper limit, adding someone new would mean removing someone old.
