Question about land!

Okay, this may be a stupid question, but here it is:
there is some land in a sim, land that is owned by a random person that has not logged in in like a year(maybe they died!) the land is idle with a half build structure on it, and my gorup owns the land around it. Is there a way to get the land if LL has frozen it. I have seen land 'frozen' before, from an account that was terminated for abuse. The land still is there full of stuff from the now deleted avatar, and LL has not done a thing with it!

Put in a ticket for it and they will put it on the list for putting up for auction. They will not assign to you if it is bigger than a tiny (16sq/m) parcel.

The owner may have forgotten they own the block, it does happen.
If you haven't done so already, IM the owner of the land and ask if they're interested in selling. Give them a few days to respond, though. If no response, raise a ticket saying you think the land is abandoned. If it is abandoned and you own land on all 4 sides, you'll probably find LL will sell the land directly to you. If it needs to go to auction, it could be 2 or 3 weeks before it happens. If you've got a ticket in, LL will tell that they're putting it up for auction, but they won't tell you exactly when. You'll just have to keep looking at the auction page.

I owned about 2/3 of a sim and surrounded a parcel on 3 sides (the fourth was a sim edge) and put in a ticket on an abandoned parcel (actually, it had already reverted to the gov, but had set in that state for 6 months). LL stated that only tiny parcels are ever sold direct. Other parcels HAVE to go to auction.

I got a 512 from the lindens when I owned on 3 sides of it
if it is 512 or less no harm in sending in a ticket, if nothing else maybe it will trigger it for auction
also watch the land, to see if it reverts to gov linden
then if it does, and they do not sell direct, watch for it to turn purple (when you have show land owners turned on) that indicates it is going for auction
seen about 3 or so auction off in the sim I am in, got lucky on one, the winner was willing to swap plots with me, so now all my land is joined together (I am lucky, mainland, and awesome neighbours)

I had this happen on one of the 512's I purchased, the owner forgot they had it, they got it when first land was offered then forgot about it, sold it to me for 300ish lindens (I was blessed that day) they would not take more... not sure why they picked that number, since first land was 512 for a 512 in the day LOL) so no harm trying to contact the land owner for sure

Special Cases
In special cases, we sometimes sell mainland parcels to individual Residents. In order to qualify for a mainland parcel sale, you must meet the following conditions:
1. Your land must border the parcel on at least three sides. 2. The parcel must be smaller than 512 square meters. 3. You must file a ticket at the Support Portal. Include your request, the parcel name, and parcel coordinates.
This was sent by LL, when I lodged a ticket for abandoned land a little while ago.

They'll never sell you a parcel of any size whatsoever if someone else owns it. The current owner must be paying for the land or it would revert to Gov Linden. If the current owner is paying then LL are happy and there's no fair way they can give you the land.
I guess its slightly possible that the existing owner stopped paying but the land hasn't auto abandoned yet and your ticket might make LL realise this but I consider that possibility as very low indeed.
