Can someone answer this for me?
I have several items that are full perm and were bought at full perm. However, some of them are ONLY full perm if you wear or attach them. When you set on ground to edit, they become either no copy and/or no transfer even tho the properties say they are full perm. With these certain items, the ONLY way i can edit them is by wearing them but then I can not add attachments. Why do these certain items do this? Thanks!

It probably contains something that isn't full perms. Like a script or some other object. Try right clicking on your item and then click edit. Go to the content tab and see what's inside.

I HAVE! I haven't been able to find anything that would make it not full perm other than when the item is set on the ground.

It could be a texture that's the not-full-perms element.

This can happen even if there aren't any scripts or textures or anything like that with less-than-full perms involved. If the creator or a previous owner messed with the perms of the object while it was sitting in their inventory and never rezzed it to the ground before putting it in the box of freebie stuff, the act of rezzing it forces the sim to take notice of it and apply the last, most restrictive perms it knows about even if that's different from the "inventory perms".
Rule of thumb for creators: always ALWAYS set perms on something while it's sitting on the ground, not while it's in your inventory or in the inventory of a box.

This is a very good point, but I didn't realize that attaching an object was exempt from this permissions-baking effect of rezzing. TBH, I never thought about it before, and I can kind of see how it makes sense (and maybe that's why it's impossible to add or remove attached object contents with certain permissions, which I've also never really thought about before). This all could benefit from a wiki write-up by somebody who really understands the inner workings of permissions.

It was an exploit for some thing or another though which is why it was removed which is a shame since rezzing things like AOs is inconvenient and always has a certain risk  . --- Inventory permissions can differ from the actual permisisons and can either be the result of someone being sloppy when they set the permissions (ie they set the permission on the item while it was in inventory rather than when the item was rezzed) or it can be purposeful (ie you could hand out a "no copy/transfer" inventory item that can be gifted to someone while the contents are "copy/no transfer" when unpacked; or create a full permission inventory item that you can give away but turns restricted permissions on rez to deter reselling it). Actual object "permission slamming" should happen anytime the object is rezzed (so rezzed on land, or attached) but since attaching/detaching doesn't result in the creation of the new inventory item the "pre-slam" permissions stick with the inventory item until you actually rez/take it. Just contact the creator and ask whether they intended to make the item behave the way it is, or whether they just set permissions on it while it wasn't rezzed in which case he/she needs to fix it and give you a new copy.
