I was in a different country, on this same computer with the same hardware, and had very little problems in SL, aside from lag of course.
I've now moved. I have a faster internet connection. I updated to the newest viewer version. And, I have problems! Both my primary and alt avatars will start spinning in circles, uncontrollably. When this happens, I can highlight the text menu above, but the dropdowns don't work. I can click and interact with the bottom buttons. I'm not sure, but I think I can still communicate as well - I'm normally too busy trying to break out of the spin so I'm not sure. I've tried flying, not flying, teleporting - I still spin. If I key the arrow of the opposite direction, it will sometimes slow the spin, sometimes hold me in place, and sometimes send me spinning (slowly) in the other direction. Once or twice this has happened in forward motion as well, when that happens, using the back arrow will hold me in place. Once or twice if I've waited long enough the spinning stops, but usually I must close SL using the X, since the file menu is unavailable.
I'm thinking it's a problem with the newest viewer, since I didn't have an issue before. I'd appreciate any help/advice/troubleshooting ideas anybody has!

Have you tried the Release Candidate?
I had this happen years ago and I sadly don't remember what exactly fixed it. I think it was either my video drivers, a stuck key or I uninstalled SL, deleted all related folders and reinstalled.

Mains frequency 50/60Hz? I can see this as the only difference.

Well saying that , Mains voltage also. this can range from 110v to 230v+.
what Power Supply (PSU) are you using?.
