When I right click a full perm texture that I've made, it gives the option to export it. Yet when I click said button, nothing happens, and a further search of my HD yields no file that's been exported. What is this button and how does it work?

Is that in the inventory, when you right-click? If you are seeing that in Emerald, it doesn't really do anything yet.
If you want to save a full perm texture, open it from inventory, then use File->Save Texture As... from the main menu.
