What is the criteria for the clickable dollar symbols that show up on the map where you can see how much a parcel for sale is....as opposed to the ones that are just yellow and you have to " go in" to find out how much the parcel is listed for?

When you click on the $ tag, it gives you the parcel size and price with out going there.

I think there are a few reasons.
It looks to me like the data transmission of the parcel location/shape is in a different "packet" than the pricing (sometimes you see the yellow land first, then the pricetags and sometimes it's the other way around). Maybe the price info is lagged behind.
Another reason is that SL isn't the most stable/reliable piece software in the world. At some point the query for the pricing info just dies and then what you got is all your gonna get.
Another reason relates to bigger parcels. There may be a parcel that looks like two individual parcels. There's one piece on one part of the sim and another piece on another part of the sim not physically connected but technically joined. There will be just one pricetag symbol.

I did notice that the pricing lags by like a day as well.

I think it's to do with whether the land has a Landing Point set or not.
But I might be wrong... it's ages since I thought I worked that out and the Client has changed a lot since then.

They also only show up on mainland, Islands never get the dollar sign. It's nice to control the infrastructure.
