I think that I would set up a paypal account for my kid (you do not need payment info on an account to receive money), have them associate that paypal account with their SL account, and then I could transfer money from my paypal account to theirs and they could buy Lindens. You do have limits on how many times a month you can do that, but it allows you to get money to the kid without associating your paypal or credit card with their account. I haven't actually done this, but logically it sounds like it should work.

Should be able to just buy $L same way you do on the adult grid. Not sure, my son hasn't needed to buy any for over a year now as he is self sustaining, but that is how we did do it. Wish they did allow parents/offspring money transfers though as I would love some of the money my son has sitting there for a shopping spree (provided transactions work, can stay logged in more than 5 minutes, don't crash on tp, etc)
