I've seen these BDSM collars in SL that can not only tell you when someone's online, but also where they're going. They actually send you a message, even if you're offline.
Does anyone know anything like that, or similar, that doesn't require your target to be wearing the object?

In the collars I know one needs to explicitly enable that feature and give clear permission for that by doing so. This could certainly be also done by tricking unknowing people into wearing attachments with similar scripts, but likely this would be a violation of TOS.

I'm going to chime in with Sindy. Any ability to do this without the person wearing something and consciously giving consent would be a privacy violation, and very likely an issue of cyber stalking.
If someone did it to me, at the least I'd want them permanently banned from SL, more likely, I'd want the RL police visiting them offline, or at least sic an attorney on them.

In short, don't even go there. However, if you really must go there, nothing can do what you're asking about except a deliberately modified version of the client that I actually managed to convince you to run (which comes back to the same thing as wearing an attachment I've given you). I could script something up to follow you around inside one sim, provided you don't go someplace that my prims can't, but as soon as you teleport out of the sim, I'd have to randomly send it to another sim that just *happened* to be the sim you teleported to and have it arrive close enough to you that it caught you on its scanner. Not going to happen.

I should have specified. I'm looking to get the online alert while offline.
I talk a lot offline, and just want to be able to start the conversation. The collar allows that, which is why i mentioned it. Otherwise, I have to wait to recieve a message, which they admit they forget.

I know I bought a device I found advertise there that watches for certain people, and though I ended up never using the device, I'm pretty sure I remember it had a feature to e-mail me when someone logged in and it detected them.

There are gadgets available inworld that work by finding an avatar by UUID. You load the av's name in it and it will alert you each time that av comes online or goes off. It can email you with their on/offline status even when you're not inworld. Once their name is loaded on it there's no way they can avoid being detected, regardless of how they set their friend permissions. Someone who is not and has never been their friend can monitor them such, which is just plain disturbing.
In the event of a relationship breakdown, the person you're monitoring has no power to have their name deleted from it. You can go on monitoring that person for as long as you like, even though there's no other communication between you. In this scenario it's definitely invasion of SL privacy and some opinion suggests that it constitutes invasion of RL privacy - you keeping a log of when someone uses their own computer for the purposes of logging into SL. Actionable inworld and probably in RL too.
Now put the shoe on the other foot - if you were the one being tracked would you still want your ex to know about your log in habits weeks, months or years after you split? Wouldn't you be worried or at least curious about what they were going to use the information for?

Have you thought of adding the ppl you want to talk to to your MSN or Yahoo account and then when they come OL they could pop into the program and tell you they are OL.
