He should put them in an AO which will automatically default to that walk when appropriate. Otherwise, it will remain a gesture/animation which will have to be controlled by the play in world / locally options as he is finding now.

what are we missing or doing wrong or not understanding? you need an animation override to use them ZHAO II is a popular and free one.

Natalia Zelmanov has a tutorial on putting together a full ZHAO, here:
http://www.mermaiddiaries.com/2007/07/day-307-animation-override-ao-tutorial.html
Or if your friend only wants the walk, he could try putting it into a shoe or other item such as an invisible prim to wear. Natalia covers that here (scroll down toward the bottom of the post):

I refer you to Mort's post above, which was like mine, only more informative Stick ZHAO II in search inworld - there are plenty of places that give it away (although none are springing readily to mind)

Here is a freebie on SLExchange that I use on a couple alts. You just wear it, no configuring of an AO needed. You should still mess with an AO and learn to config one though. Eventualy it will come in quite handy to have the knowledge.

I'm pretty sure the Free Dove has an AO, or several. A lot of other good, free stuff for new residents as well. It does tend to be a little crowded and laggy, so don't expect it to be a quick trip.
