Simple question, bith give near same appearance in opperation but which is less resource intensive or which is more reliable?

It depends on the what kind of rotation you're using: if it's llTargetOmega then both the rotation and the animated texture are strictly client-side effects the sim doesn't care about at all.
I'd lean towards suggesting llTargetOmega over an animated texture (smaller texture and doesn't break render batches) but the difference (if there is any) likely isn't going to matter one way or another.
If you're using actual prim rotation on the other hand then that does involve the sim which has to run the script, update the prim, send out updates to everyone who has the prim in their interest list so a texture animation would definitely be preferable in that case from the sim's point of view.
