When I teleport I see a screen that says "arriving" and a progress bar goes across the screen. When I arrive in the new location and textures begin to download, if I move my avatar before enough of the scenery has downloaded I get a second progress bar that says "Requesting Teleport..." and takes much longer to go away. Is this normal?

It's a bug - not a big deal, though. Just cancel the second teleport and you should be fine. I get that one periodically, too.
If it's taking a really long time for textures to load when you tp into a place, try reducing your draw distance and see if that helps speed things up.

It's normal in that it's a common bug =) If you see it starting, go ahead and cancel the second.

EVERYTIME that happens to me...SL crashes. EVERYTIME.
