There was a time i remember, that if you were in a store and there were a lot of images unrezzed in front of you on vendor boards, you could press on the one you thought you might want to see, and it would sort of get a priority boost, and rezz before anything else.
These days I find the ones i click on seem to stay unrezzed longest, sometimes not rezzing completely at all!
Is this a known change, planned, or part of an update? or an accidental change coming out of an update?
Has anyone else noticed it?

I've noticed it most recently, since I was out shopping again. I'm clueless as to when this changed, but I'm going with the, "I don't think it was changed on purpose."

I've actually noticed the opposite, lately -- the thing I focus on/click on the most in an attempt to make it finally rez... will generally be the very last thing (in the entire sim, I fear) that finally rezzes for me. P'raps that's just a Murphy's Law thing, though.

Yeah, it is supposed to work that way. Mouseover or selected do still boost the priority, or so it appears here. Give the mouse a little linger time (a second or so should be fine) to make sure it kicks in as a priority. If you Ctrl-Shit-3 to show texture activity, you can see what gets boosted when the line turns orange. The purple stuff is also boosted. (all the green lines seen in the latest viewers are UI stuff.) Imogen has been experiencing just the opposite of what is *supposed* to happen. She feels like the thing she hovers or clicks is the LAST thing to rez.
This matches my experience. It is frustrating.
I got so sick of zooming in and clicking/hovering over my desired object only to have all of the surrounding prims rez first that I decided to use this knowledge to my adantage. Now I zoom in on the thing I wish to see, then click the prim NEXT to it. That seems to bring my REAL target into view sooner. I play the old fake-out routine. Reverse primrezzpsychology.

There is some kind of hangup with textures in general. For example, the default priority for sculpt maps is higher than most other things, but they still seem to get stuck pretty often.
Just for grins, try playing with the debug setting ImagePipelineUseHTTP. The support for this is incomplete from what I can tell, but what is there does seem to even out throughput for me.
