A: nope, prims are linked to the land size and region object bonus, if you want more prims you need to buy more land, if you want to use the extra prims on exsisting land you need top buy land in the same region
Q: Like virtual lands, selling extra prims could be a good source of revenue for Linden Lab. What do you think? A: won't work, no sim can hold more then 15000 prims so if they want to sell extra prims they have to leave land open.

A: true, building skyscrapers is limited by the prims, you need a lot of open land to build a decent skyscraper. I gave up my early plans for highrise building because of prim limits, at that time I had a nearly empty sim to play with.

I cannot see LL ever doing this -- if it was cheaper to buy more prims than land, then they would lose out on the additional land tier and if it was cheaper to buy more land, people would not buy extra prims. I don't think they can really go much over the current designated sim max as I think that was based on server limits/load/something.
The selling of extra prims already does happen in some residential areas. If a planned community has spare prims after doing their common areas, they might rent those to the residents.

The easy answer is: buy more mainland property within the same region and you can use more on the parcel. This is commonly done. Not necessarily land attached to the one you are building on. It can be a small piece of land elsewhere. As long as it's in the same region you have a total of allowed prims.
Of course this means pay more tier. That's the common method of buying more quota on Mainland.

Incidentally, since the last few of OP's threads appear to be questions based on granting premium members extra privileges or features... Being able to purchase additional tier on mainland is a privilege extended only to premium account holders.
