Let me skech the problem: A group holds 70K of land. By agreement 1 of that group pays the whole tier and donates 66500K of land. The other members donate the rest and pay no tier. Now 1 other member ups her tier to 66500K of land. No extra land is donated or bought. Only that other member is ALSO charged 195 in tier. How can we overcome that problem? Anybody have a solution? Or knows a way to stop this happening? Or is this just a flaw in the system?

Why have 2 people with a sim's worth of tier if you're not going to hold that much land?

As Cristalle said, though, once it is donated it is in play and that person will be charged. The extra tier person can try calling Linden Lab and seeing if they will take pity and not charge for the coming month (you pay tier fees in arrears). If Linden Lab does not take pity, the second person needs to take tier donation out of group, tier down to no tier fees, and wait for the next tier date to hit. S/he will be charged again on that tier date but not again after. If Linden Lab does not take pity on the situation, please consider donating tier to my group. We'll pay 0.15 per sqm per week, so at least s/he would get something back. This person should be sure to remove the tier from our group 1-2 days before the tier date so she can downgrade then. Best of luck.
