I know how to give money to someone while I'm in SL and thy arent.. but what about the other way around?
Can I give L$ to someone while I'm out-of-world?

There's no direct way; you could use a thin client such as SLeek as mentioned, or AJAXLife. You might be able to pay them via SLX, I'm not sure.
It would be fairly simple to have a script that, if it received an email with the correct password and the amount, sent the amount to the given person. I'm sure they are around if you look at scripted gadgets on SLX or ShopOnRez, or if not, it might be worth my writing one, wouldn't take too long. You would have to have that set up ahead of time though. _____________________

I believe Onrez/slboutique has a way to pay out to someone. I recall when I withdrew recently there was an option to pick another avatar to send the money to. Of course you would need money already in the Onrez acct there.
Ok I just checked and you have to add the person as an 'identity'. You have to validate the identity through an in-world kiosk in 6 hours. I'm not sure how much access the identity would have to your stuff in Onrez or if you could maybe pay that identity if they are not validated. _____________________
