Were can a newborn find good quality skins and shapes for a reasonable price?

Sin Skins and Fleur both have nice free skins for av's under 30 days. I made my own shape, so I don't know about that.

Edit: If you have a little money, PixelDolls also sells complete avatars here for 250L:

SLASH! Designs have a newbie packs for new avatars under 30 days old. It includes skin and clothing (not sure what else, as I found out about it too late to get one myself)

Body Doubles has a nice complete avatar for players under the age of 30 days and another whole package for 200L that has modifiable shape and many other items that all work with the items in the SL library so you don't have to spend a bundle.

Eloh Eliot released some nice, free skins a while back. I can send them to you when I'm inworld later today, if IM me a reminder.

I also have a landmark to a spot I found that has full, free avatars (the name escapes me at the moment). I thought the skins in the packages weren't anything special, but the shapes were pretty good and could be paired with the nice, free skin, some free or $L1 hair, and freebie dresses from Icing to make a nice-looking avatar for nothing or next to nothing.

The CS Passport Malibu skin is a good free female skin. I think it's around in quite a few free skin packs at the big freebie locations.

CS skins are done by Celestial Studios, who also do a big range of other skins, hairstyles etc. - not the cheapest but reasonable.

I second that. I love working with her PSD templates and have effectively made my own personal skins that were well worth the L$30 upload fee. (^_^)y

For shapes, check out Colette's body shop (ack or is it Body by Colette). Gorgeous and realistic shapes, good prices too.

Sarah Nerd's Freebie Paradise and Nifty Fifty (content for L$ 50) are the two I recommend. There many places for freebies in Second Life, but I'd kinda like to hope that Sarah Nerd has weeded out freebies that shouldn't be there (such as stolen content, which has plagued skins in particular).

As to buying shapes, I'll add my aggreement to the mention of Colette's Body Shop (Colette Meiji). A shape is one of those things that I think you shouldn't pay a lot of money on, just adjust the sliders yourself. If you are going to spend money, then from Colette's shop you can buy a cheap (L$ 300 when I went) package of multiple shapes (11 in the female shape package I bought) that gives you starting points with various archetypal body types. Plus, they can be modified so you can tweak them to your tastes; copyable so you don't have to worry about screwing up (in fact, each shape came with 3 copies, because Colette knew you'd one day forget to copy one yourself before working on it); and it has a notecard with advice on playing with the sliders.
