I have seen a parcel of land (actually a whole Mainland sim) which is "purple" on the map and has an auction ID. The SIM name is "Planck" - but I can't find it in any auctions. Does that mean the auction will begin shortly? Or is the auction already over?

Could be either. There was a bug a little while back where parcels sold at auction never turned back to normal from purple. One sim I have land in has a small parcel like this that in private hands after a successful auction, but has been purple going on six months or so, I think.
Go to the parcel and see who owns it - if it's owned by the Gov., you should see it in the auction queue soon. If it's owned by an individual, it just hasn't changed on the map.

There's also another state in which the auction has already closed but the land hasn't yet been awarded to the winner. This is supposed to take less than 24 hours, but when the auction system b0rks, I've seen it take at least four days, during which time it will still belong to the Governor and show its now-expired Auction ID. (No idea if this could apply to Planck or not. A wonderful sim name, btw.)

Auction land can sometimes be purple for weeks before they end up on the auction list to start with.... read purple as "in the queue to be auctioned, for auction, or has been auctioned recently"

Check the auction id of the plot against the id of the plots currently up for auction. The auctions tend to run, very roughly, in numerical order.
