I think I saw an object or a script once that does a quick teleport of your av up a good number of meters and then right back to the same spot. The purpose was to get avatars around to rez. Anyone know anything about something that does this?

Whatever that script did most likely wasn't a teleport, becaue LSL does not support that. Itmay well have moved the avvie up and then down again.
I doubt, though, that doing so really speeds up rezzing other avvies. It helps rezzing your own prim attachments, but the environment rezzes the faster the nearer your camera position is located relative to it (at least that's my observation). Maybe somebody more technically minded is able to explain better.

I remember there was an attachment that would move you real fast up over 768m, and then back down quickly.. but that was to fix an old graphics glitch that SL had, not for faster rezzing of things.

That might have been the "DeRuthing Rocket".
There should still be some of those around.
While there is no teleport command in LSL, there is a sit command that can move your avatar instantly, which is called the "sit teleport hack" sometimes.
