I tried to tp into an island and it kept saying it was full. I looked on the map and there were only 20 people there. I thought the max was 40?  Or are there all different ones? |

I think the owner can set it to whatever they want...40 is just the standard default.

It also may be an OpenSpaces sim. The default for thoe was originally 10 users at a time, because you were running 4 to a server. With class 5 servers, it's generally safe to kick that up to 20 or even 40.
The sim owner may also be trying to keep performance higher by limiting access.
