I have a jacket now (its modifiable) that I want to wear as a shirt so I can use it as part of an outfit I have. Is there any way to change the layer the jacket gets put on so that it can be used as a shirt?

No, only the creator can change the layer its on, at least that is what I have been lead to believe

If you purchased this item, you could try contacting the creator and asking about that, some creators are not willing to change their items but many are open to such suggestions. It's worth a try.

Also, depending on how long the jacket is, it might need part of the pants layer as the jacket layer is much longer than the shirt layer.
(some layers are more equal than others)
