I've noticed road construction about 4 sims down, heading my way. Except, at one point the "road" will duck down into the water before it gets to me and then it stays there (underwater) for quite a few sims.

Does anyone know what they are planning to do with those areas? Create long bridges that sailboats can navigate under? Create a ferry system? Just keep going underwater? They're not planning on raising those areas, are they? /me's heart starts to freak.

No idea. Best bet would be to talk to Michael Linden or Jack Linden.

i have noticed in Puccetta they put a free sailing boat dispenser, but there is a connection to the oceans nearby, maybe that had some influence ?

You didn't mention which sims, so I can't look it up for certain, but the roads are being built by the Linden Department of Public Works:

More specifically, the roads are a part of the Parks and Recreation project:
