I see alot of folks are sitting at the top of the land sales tab with huge lots for sale. But when you TP to the lot, it's not for sale but sets you in front of a large billboard with all the little lots for sale. How does the land sales tab work to do that?

You can set Estate land for any price you want. These are estates you are going to. They are listing deposit prices rather than the actual rental prices to generate traffic.

If you put on the filter "Land sales-Mainland" you will see which mainland is truly for sale.

But how do they get land that's not for sale listed on the land sales tab? That's what I don't understand

The land sales tab includes estate and mainland land by default. Estate land is shown as being for sale but it's really not. So Search>land sales is not named correctly because half the land you see there is not really for "Sale". It's one of those things you have to get used to. Or just filter to search mainland only like I do.

If you mean how do they put a specific plot for sale that you can't actually rent, I believe they set the landing point so you arrive at their info area and the plot they have listed is actually elsewhere on their estate.

Setting a landing point elsewhere makes sense, but if you just open the land sales tab and search anything. land size > 2048 price <= L$1. You'll see the top 5-10 listings are huge land owners. You'll TP to a lot thats the exact same size as whats listed in the search. So I believe you are TP'ing to the right parcel. But it's just not for sale. It's a good way for a big land baron to get to the top of the sales tab. But a guy like me who only has 2100sqm for sale, ends up getting buried below them.

Check your minimap - if you TP somewhere and get redirected by a landing point, your current location (yellow circle?) and your destination location (red circle) won't match.

I rarely see a red circle. I suppose that means I am actually TP'ing to the coordinates advertised.

At one point, you could fudge the landing point of a parcel by expanding the parcel, setting the landing point to somewhere within it, then splitting the parcel again so that the landing point is no longer on the parcel. I don't know if that still works..
