It's has been 4096 now for quite some time. Tested it when it was introduced with I think the 1.19 viewer.

It is 4096. I have a platform at 4050 something now............the difference is the height shown is above the land the built prim/house/object is placed over. I guess my land is about 40 meters above the "sea level" of the grid.

The maximum build height is 4096 as pointed out and ground height has no bearing.
