What is the criteria for how you end in the ALL Search?

Lots and then some magic voodoo that we don't know about. The name of your parcel carries more weight than the description so if your parcel name is shoes, that will be more relevant than having shoes in your parcel description.

Picks apparently help, but to what extent nobody really knows.

Traffic counts, not as much as it once did but it still helps your ranking if you get high traffic.
