Is there a way to look up the profile of another specific user just using a web browser on a machine that isn't running the SL client? IOW, does Linden Labs make it possible to search user profiles from their web site?

On a side note, and debateable, such a scenario might well fall foul of various personal data protection laws without specific consent (I think almost certainly the case in Europe (+VAT)) but I don't know about the US specifically. That said, there are plenty of sites where users voluntarily publish info about themselves. And of course, there's Google (other search engines available) ...... Inc

There soon will be.
Check the Blog for the two posts so far on the new version of Search that they are developing. At a minimum, your avatar's SL name, the date the avatar was created, and your payment status will be searchable from an ordinary web browser anywhere on the internet. If you don't explicitly disallow it by unchecking a preference checkbox for each of your avatars, the rest of your profile info will be searchable as well.
The prototype is on-line right now, but only lists the minimum part of the profile info that I just cited.
Quoting from the Blog
"The new search will allow people to search profiles for information about particular Residents. All profiles are included by default, but if you want to only have a limited profile available, simply uncheck the box next to “Show in Search”. The limited profile includes your avatar’s name, born on date and account type.
If you include your complete profile in the search, others will be able to search the things you type into your “About” box in your “2nd Life” Tab, your favorite places from your “Picks” Tab and your profile picture! “1st Life” and groups membership are not listed."
