Are there any mechanisms or organizations that offer someone the ability to pool un-used tier?
Great example
You own just barely over 1/2 sim worth of land and would like to either make the remaining sq m in your tier bracket available to another person who needs it.
Or
You want to knock your Tier level downn by a few m to get closer to only paying for what you use, rather than sitting there with $ 70 extra / month for land you do not actually own?

Create a group for you and the person you want to pool tier with. Donate the unused tier to the group. Deed land to the group.

But be careful, if you sell your own land later, that person gets the proceeds too.
You could offer to rent tier to others. Elanthius Flagstaff does that I think. I'm sure some people here can tell you how.
I think renting extra tier out would be less risky overall.

When you deed the land in 'about land' it warns that all group members will split profit from land sales later.

By default "Everyone" has this ability. I always remove this from "Everyone" and restrict it to "Owners" almost by reflex.

You can rent tier from the Supreme Flock of land ninjas.
They pay you for your spare tier.
They rent tier to you, so if you have half a sim's worth of tier and just want another 1024, it's cheaper to rent tier from them.

I actually rent almost all of my tier from the Ninja group -- I did the calcs and found it cheaper than paying LL for the tier.

Yeah we can donate tier to your group or take your spare tier and pay you for it.
More or less it's cheaper than paying LL if you rent from us under 1/2 sim of tier plus you can modify the amount more frequently and pay for exactly the amount you need.
Let's say youy own 40000sqm of land. You can set your LL rate to a half sim and pay us for the other 10000sqm. Way cheaper than paying for a full sim.
Alternatively you can pay LL for a full sim of tier and then donate the spare 25000sqm to our group.
It's basically a win all the way around.

Another plug for Elanthius and the Ninja group. I always rent my extra tier to them when I am between land deals, have unneeded extra tier, etc. I always get paid promptly, and they are very responsive to IMs if you have questions or need help. I've dealt with them off and on for over a year, and never had a problem.
The Arbor Project used to buy up ad farm land and rehabilitate it - I think they needed tier donations, if you are feeling altruistic. But I don't know if they are still around or not. It's been a while since I've heard any mention of them. Anyone know?

I rent tier from Elanthius and Skye and have been quite satisfied.
When I was shopping for the parcel I now own, I think I saw another land merchant advertise that they rented tier, but I like to stick with people I know. (I can't remember who the other was - I did a lot of grid-hopping and looked at a lot of parcels.)

I sell my unused tier to Elanthius et al. and I can definitely vouch for the quality of the service from that side of things.
