I think so, but I'm not 100% positive.
I also think that your thread title, though better than many, may be misleading people about the subject. In SL, 'giftcard' most often means an object that one avatar can buy as a gift for another avatar, which they can then use to spend in a particular store. The Green Dot card, although suitable as a gift, is a prepaid credit card that people often buy for themselves. If you can change the thread title, try changing it to "Question about prepaid credit cards".
