Possible to remove Top Scripts without a region

I know islandowner can remove top scripts from Region / Estate Window. is it possible to find and remove top scripts via lsl script in my land (just a parcel of land in a region)? About how to remove top scripts in a region (land u own), pls refer to:

Allow "Top Scripts on Parcel" for mainland land owners
Suggestion to allow mainland land owners the ability to find scripts that are misbehaving on their land and for script writers to be able to get performance measurements without needing to be an estate manager.

Only a Linden can do that, and they sometimes will, if you report and they verify that certain scripts seem to be significantly interfering with the sim's functioning.

Does anyone know what to look for in the various sim performance monitoring tools to see if there is a problem related to scripts running?
