Working on the new sim and have a little dilemma. I've figured out (thanks Lindal!) how to add adjoining pieces to add prims. But I have a couple of questions.
1. How do I add non-adjoining pieces together?
2. One tenant's skybox platform is 20x40, but I don't want to give him the amount of prims allocated for that space. How can I take prims away from it?

Non-adjoining can be tricky if the parcel in between is also owned by the same person or group. If not, just do the same thing as if they were next door to each other. If they are not together and you want them to be joined, then join all 3 parcels, cut out the middle and the two ends should be joined.
As for allocating prims, if its estate and you set the prims at a higher ratio than 1.0, it will be given to all land in the region. It cannot be specifically given or taken from any parcel. It poses a problem if someone begins to use their allotment and the region is full. Some folks will begin to receive items in their Lost and Found folder.

Stick a "Placeholder" in his parcel, consisting of a block of small prims that YOU own. One merchant area that I used to rent in did this as a way to ensure that any empty storefront would have the correct number pf prims free on move-in. They had a tiny block of 100 or so prims by the door, locked in place and set to the group for the parcel. When a new merchant moved in, they removed that block.
