Have a new sim (yay!) and for some reason, my estate managers can't rename parcels, or set the media. Am I missing something or is this an issue that I need to go to support with?

It's a group permissions thing.
Estate management is totally separate from parcel management; if they are in the right groups with the right permissions they can do what they want.
If not - well, they can return items, perhaps take over a parcel but not change things on someone else's named- or grouped- land.
