You should be able to do it using WinAmp DSP. When you open the Shoutcast Source window, there is an "Input Device" drop-down list box. Rather than choosing "Winamp (Recommended", choose "Soundcard Input". This broadcasts everything you hear on the PC. I have used this to broadcast from iTunes, and I would guess it works with Pandora, too.
The downside of this is that you hear *everything* on your PC, including system beeps and any SL sounds if you're running SL on that box.
ETA: I tried it, and the quality's really low. This may be because the PC soundcard I'm using is 10 years old and really bad, so it's worth a shot with a better PC than my old spare one.
