Land resale does not let region owner know of change?

Scenario:
Region owner 'Iown Lands' has set land for sale (and resell) on her private region. As she owns many regions, she has done this on them all.

Resident 'B' buys a plot on one of them. 'Iown Lands' can see the land sale in her Transactions as she recived cash for the sale. So she makes an arrangement with 'B' to have him pay her tier.

Resident 'B' decides to sell the land to resident 'C'. 'B' has a record of a sale in his transactions. 'C' has a record also as cash was exchanged for land ownership.

My questions are:
How does 'Iown Lands' know that the land was sold by 'B' to 'C'?
She needs to know this as the tier that was previously paid by 'B' is now the the responsibility of 'C'

She could have a scripted object that is on a tiny land plot she still owns on each region. Have this go check land ownership twice a day. What happens to Region owners items and scripts if the Land owner sets land to autoreturn and no outside scripts?

Does the region message or communicate to the Region Owner that land has changed ownership and who now owns it?

Does the Region owner need to physically go to each location at least once a day to get this information themselves? 'Iown Lands' would not be happy with that with so many regions to manually check.

I tested this a while back on SL 1.12 and 'Iown Lands' was given no indication by the system at all for the sale between Resident 'B' and Resident 'C'. She would have had to check all her private regions daily to be sure she was charging the correct resident for land they owned.

I am sure you have this covered. If you can let me know how it works I would be greatful.

Tested in Agni. Same happened.

Any chance of an explination?
