Until yesterday I had never seen a region show on the map that was actually down in Aditi. Now they are having the same problem in the MG. Per the Blog:

"A region presence bug prevents certain regions from showing as down even when they’ve crashed in world."

In Aditi, was this because of an older change and it never showed up until a crushing load like yesterday? Or was this introduced in 1.13.0.8 and we never caught it? I have noticed when a Linden puts out the call in the MG to the Second Life Preview group that people don't mind showing up to help. Should this maybe be SOP before deployment to MG? Have 40 people show up in one region just to see if something else will break?
