Can not rez temp on prim over parcel limits now

EDIT: Guess this should have been labeled temp on rez limits have changed!

Here is the repro on it:

My parcel before rezzing a temp on garden:
[16:11] Object: allowed = 234
total = 183
free =51
owner = 181
group = 0
other = 0
temp = 0

Garden is rezzed:
[16:12] Object: allowed = 234
total = 195
free =39
owner = 193
group = 0
other = 0
temp = 77

Added 30 more prim w/o garden rezzed:
[16:14] Object: allowed = 234
total = 213
free =21
owner = 211
group = 0
other = 0
temp = 0

Tried rezzing garden again:
[16:14] Can't move object to
{ 240.912, 214.315, 2002.92 } in region Bethel because the parcel is full.
[16:14] Can't move object to
{ 241.564, 201.547, 2000.05 } in region Bethel because the parcel is full.
[16:14] Can't move object to
{ 250.912, 214.315, 2002.92 } in region Bethel because the parcel is full.
[16:14] Second Life: Objects in Bethel are unable to be created because the parcels they are being created on are full. Notifications from this region are temporarily deactivated.
