Since I dont own land in 1.11 preview can someone tell me how the access by account status (Payment Info On File, Payment Info Used) works.
If I allow people with Payment Info On File to come on my property, I am assuming that also allows those with Payment Info Used to come on my property?
Is that correct?

Yes it does.
You have to think of it as providing 3 options :
1) require avs have no apples to come in
2) require avs have 1 apple to come in
3) require avs have 2 apples to come in
Someone with 3 apples can pass for having no apples or 1 apple by not showing their apples.
Someone with no apples can't pretend to have 3 apples becuase they just don't have them.
It's more of a 'minimum requirement' then a 'must equal this' requirement.
