Notices and Voting for target roles

So I was playing around with the new 1.12 group functionality. As is, if you create a notice, or a vote, it goes to allllll the members of the group. Also, I noticed that even if I uncheck "Receive Notices..." and "Vote on Proposals" for both "everyone" and a particular role, that role still sees the notice and the vote pop up on their screen (they cannot vote on the proposal or see the notice again through notice history, however), I reported this as a bug because I assume that they should not receive the notice popup or vote popup at all in this situation.

But anyways, my suggestion is to have both the Notice and the Proposal windows have a list of all existing roles, and allow someone posting a notice or voting proposal to select which specific roles would receive them.

This would allow, say, someone to call a vote for or send a notice to JUST the land managers, bouncers, hosts, whichever particular roles without spamming the entire group.
