A question about 1.12's intended functionality

I've been trying, along with friends, to test the functions in 1.12 with respect to groups, parcels, estate managers, private islands and mainland.

Private Island Question regarding intent of upgrade:

1) As far as I can tell, there is still no way for an estate manager to be granted the ability to sell/transfer parcels to themselves or a group. The actions are offered, but in the end the parcel doesn't transfer.

Q. - Was this *intended* to be how the system is supposed to work? Or is it a bug?

Mainland Questions regarding intent of upgrade:

1) If parcels truly 'sell' on the mainland, what would be the point of covenants? I.E. did the land really 'sell', or is it merely rental, just like on a private island?

Q1. Is the covenant intended only for people who are renting a parcel, as a member of the owner's group?

Q2. If the covenant is only useful for renting group members, will there ever be a way to not share prims between parcels deeded to the same group? Thus granting a degree of security and protection for veteran renters, against the new player who rents next door with absolutely no concept of what prims are yet?

"Grand Scheme" question regarding intent of upgrades:

1) I see several trends:
a) the mainland no longer expanding
b) the islands becoming very densely filled in, creating 'private mainland'
c) island and mainland sim tools approaching similar functionality

Q. Is there intent to merge private island ownership and mainland parcel ownership into some overarching schema that handles both situations with the same functionality and tools?

I am very eager to assist in getting a fair, effective system in place.

I'm going to show this to Tess Linden, she's our expert on this. :)

Private Island Question regarding intent of upgrade:
1. Bug. I'll be working on it

Mainland Questions regarding intent of upgrade:
1. No. It is intended as a place to put rules or information that the buyer must agree on before purchasing land, set by the estate owner/manager or Governor Linden on mainland.
2. This question has nothing to do with Covenants, but may have to do with Group Roles. I will forward the question to Don Linden and see if he knows how Group Roles might improve this.
3. Yes. The intent is to give as much tools to estate owners as possible, which also gives Governor Linden tools to manage mainland.

There is currently no use of covenants on the mainland, as only Gov. Linden can change it.

On the mainland, covenants are currently not useful for renting. On private sims, renting is not limited to groups; you could rent a parcel without associating it with a group.

No. A more likely solution would be to allow group-owned land on the mainland to set up a covenant and rent out that land. Renter of such land would not need to pay land tier, the group would (much like renting land on private sims). New group actions could be used to designate members with the ability to manage rented land (much like estate managers).

Is there any thought as to whether covenants might be set up on the mainland in the future, or is it the intention to keep the mainland covenant-free?
