I rent a condo in game, and my landlord does not provide streaming tv because of the lag. Is there a way to buy the DVD player and video to play and avoid streaming

Playing streaming video only lags the people who are watching the streaming video - the server doesn't care, it's all in the client. I'm not entirely sure what your landlord is saying there.
Actually playing video in-world, not streaming, while theoretically possible would be FAR more laggy than streaming (as well as really annoying and expensive to make) and I don't know of anyone who actually does that. I would advise watching TV elsewhere, or maybe just watching your videos outside of SL.
