Not sure about a PC, but I did do it on a Macbook.
Principals are the same, software isn't:-
I used Broadcaster (free from Apple) that basically accepts the webcam input, signed up with a streaming company, which is paid for by:- users X bandwith quality X length of time of the stream. The company provides a url to broadcast to (a port access) and a url to hook up the media link to in SL.

If you have your own Darwin Server, you can do all this yourself. I would not suggest you try streaming directly from your PC. Your system would be vulnerable to attack as you are openning ports through your firewall. You will need a lot of Upstream bandwidth.

A rough calculation of how much upstream (not download) bandwidth you will need:-
A low quality stream at 300kbps, fed to say 10 viewers will need a minimum of 3mbps, plus around a 20% overhead for packet checking, plus bandwidth to run SL on the machine.

Tangentially, let me add that some hosts provide Darwin servers for media streaming (mine does) as part of the package - so it's good to check what you might already have available.

Agreed, mine does as well, we have a darwin server. However, most packages are on a first come first served basis. There are no assurances that you will get the port connections you require, let alone the bandwidth, you get what you pay for.
