Linking to a url for a video

What permissions do I need to be set to be able to get into and alter the tab:

world/about land/media

so I can alter the texture?

You have to either own the land, or be a member of a group set on the land that has you set to change the media parcel settings.

Or....

You can have media permissions that allow you to deed a player to the land, that will automatically asign its media texture to the land and then use a playlist to alter the url.

An alternative, if you have permissions to deed objects (or you know someone else that can do that part for you), drop objects and run scripts, purchase a Silver Stream Media Player/Screen combination unit from EML-Entertainments and you can play your own media, even if you don't own the land or a member of the group that do.
