You could try the Microsoft Video 1 codec, it seems to be pretty good.
I purchased Fraps for $37.
It's unclear to me that it is the best option, however I have yet to find anything better.
I then edit with Adobe Premiere (very expensive) and exported with the AVI / Indeo 5.1 codec. I am unhappy with the results, but until I can find anything better it'll have to do.

FRAPS is the best to record with; however, the source that you convert the stuff recording with the Special FRAPS Codec in is up to you. Many video editing packages won't accept it so you will have to recode it, using something like VirtualDub.
I'd always save the source files, assuming you have HD space, but the format that you recode it into will depend on what your video editing package will accept. Microsoft Movie Maker will take recordings straight from FRAPS but that's not really the best package in the universe.

Ahh... this is probably where I'm having some troubles I guess. VirtualDUB seems to handle fraps fairly well, but Adobe Premiere is having some troubles getting good quality out of the videos, which is why the disconnect.
Unfortunately, I am quite fond of Premiere (spent enough on it) and hate to have to give it up for something else as it is a very easy to use tool and quite sophisticated.

I'd use VirtualDub to save the FRAPS video as uncompressed RGB. Edit it in Premiere and save the result uncompressed as well. Then open it in VirtualDub again and use either the DivX or XVid codec to get a good compression with decent quality.

It's tough to say which capture codec is best. Just to keep things stable i would go uncompressed (RGB32 or RGB24).
You can use AviSynth with Virtual Dub for editing; both great apps, and free.
