I'm trying to lock the camera's position over the top of an object that rotates on multiple axis (with an avatar on it, and controlling it) I just want an overhead view that tracks the object but I'm not finding any settings for the camera to disable it's tendency to follow the movement of the objects rotational axis.
Any help would be appreciated.

I'm not sure I can visualise this - apart from the rotation, is the prim & Av moving forwards? If not, how about rezzing an invisible prim above you and geetting the camera to focus on that? This won't work if you are moving forward and back though as the camera will stay with the see-thru prim.
Also, you could try the free-Alt-Zoom kit - there is a focus too in there and although I've not tried it, it might work. Filming Path has one too.

Not totally sure what you want to acheive but, if you focus your view on an object/avie and use the camera controls from the view menu to adjust your view (not using Alt Pan/Zoom), the camera will maintain that view, until you move your avie.
You cannot stay focused on an avie that is doing an animation on say a pose ball, simply because the actual base position of avie is where the pose balls are and not the movement contained within the animation. If the avie is sat/stood on a prim which is physical and moves, then your focus will remain with the avie.

The See Me HUD might be able to help, too - only L$99 on SL Exchange. You could focus the cam on the av and lock or lock-follow the camera. I don't think it would spin then. Not sure. Try it.
Maybe you could upload a 10 second clip of what you are trying to do?
