Yes, Garnet, it is quite surprising that things like that can still happen in our highly industrial countries ... and this although all involved politicians and experts have known the problems very well.
Only after people have died, people in charge seem to feel forced to deal with the issue. But right now they spend a lot of time with fingerpointing instead of helping the people that lost relatives and / or friends.
You have to bear in mind that Bad Reichenhall is not a town known for not having any snow in wintertime. So the statics of roofs is definitely an issue and should be taken care of accordingly.
