it means to create a prim, or to have prims and their textures and avatars fully appear for you in your view.

It's also used when you pull an object from your inventory or when an object creates another object.

I've also seen it used to mean the loading of the scenery and avatars around you, or to mean that one has fully loaded their surroundings e.g. "I haven't rezzed yet".
