im selling land in Sistiana, but i want to make sure that i dont have a price too high or too low. Someone made an offer for 16.6L$/m2. Is this a good deal or should i ask for higher?

I recently sold my land in Marawa (Mature SIM) for approx. 11L$/sq m ... after looking around at a lot of land 16L$ seems high to me.... land in the Matures SIMS are going for a lot less.

Yes, but this is one of the city sims. You get a 2X Prim bonus.
Meaning that if the prim limit on a same size plot was 234, this one would be 468.

It is worth a premium Gattz, no doubt about it. the city is unique and althoguh you cannot terraform, the 2x prim limit and linden infrastructure increases the value. I have paid anywhere from 15/m2 (auction) to 60/m2 (tiny prim plot) in the city for Mature Barcola Land. Depends on demand and who is buying it. If i were you i would contact people who live there now that may need prims or more space. The speculators want to make money and will low ball you for max profit. I like to see the city maintain it's higher value as i do own a few plots, but the market does fluctuate.
