I moved my sl cache to it's own partition with no improvement. But then I made that partition only, "unjournaled", and that has made a very huge improvement. But I wonder if it is dangerous. Could a read write mistake there now damage access to my main os-x10.3.9 partition?

Each volume is treated independently as far as the journal system goes, so you are OK doing things that way. And even without the journal, you still have fsck (verify/repair disk in Disk Utility) on your scratch volume as a fallback.
