Here's a challenge. List as many positive ways that you think an opt-in governmental sim could contribute to both its citizens and SL as a whole.
Example: An opt-in governmental sim could require its citizens to adhere to ethical business practices, such as not stealing textures, not reselling free goods, and releasing all extensions to open-source code. That would be a benefit to SL as a whole.

give people who want to play at government something to do.
maybe keep them occupied enough to keep out of the hair of people who are actually deciding things that have effects on sl. oh wait that's what this forum is for. _____________________
