That's a Daryth Kennedy dragon from the Isle of Wyrms. Looks like the picture was taken there, too.
Something like this is (far) beyond my skills but I'm curious what kind of price you'd think would be 'reasonable' for something like this.

That's a dragon from the Isle of the Wyrms. You're not going to find anyone who's willing to create you a copy for cheaper than you can buy it from the Isle and you shouldn't ask. If you like the dragon then support the creator by buying it (and if it's the large version you want just be patient and wait for the next equinox and cross your fingers).
If you're looking for a custom made, scripted, animated dragon of the sort of quality you get there then most people will charge you far, far more than a few thousand lindens. So it depends on what you consider reasonable.
If it's a dragon avatar that you want there's plenty of other, cheaper alternatives around. Personally I love the dragons at Grendel's Children. They're ridiculously cheap compared to everywhere else and the quality is amazing. Better than that they're extremely customisable so you can fiddle with them yourself and get something unique looking for a reasonable price.
