I know little about mainland.

A friend of mine has $L7K burning a hole in his pocket and is Premium. He wants a mainland 512 that he can throw a boat into sailable water from. He sold his original plot because 2 sets of unpleasant neighbors moved in ... do you think it would be realistic for him to find something for that price in a more mature sim, where loud weird neighbors would be a little less likely?

He wants to buy, not rent.
